This shift is driven by ongoing regulatory developments, including the Inland Revenue Board of Malaysia’s (IRBM) phased implementation of e-Invoicing, alongside broader initiatives to enhance tax compliance and digital reporting requirements. These developments reflect the Thirteenth Malaysia Plan (RMK13), which emphasises digitalisation, data-driven governance and digital government (GovTech) to strengthen transparency, efficiency and revenue collection.

This forum brings together industry practitioners, tax experts and finance professionals to explore these changes, offering practical insights into regulatory updates, implementation challenges and strategies to ensure compliance while leveraging digital tools for greater efficiency and accuracy.

Dr. Rasyidah Che Rosli is currently the Director of e-Invoice Division, Tax Operations Department, Inland Revenue Board of Malaysia (HASiL). She has served with HASiL for more than 17 years and been involved in various field including e-Invoicing implementation in IRBM, tax compliance for corporate and individuals as well as being involved with the implementation of data analytics. She has co-authored 2 publications on tax and has presented at tax conferences locally and internationally. Dr. Rasyidah has a PhD in Accounting (Taxation) and holds a Master in Forensic Accounting & Financial Criminology and a Degree in Accounting.

Soh Lian Seng is the Head of Tax at KPMG in Malaysia with more than 33 years of professional experience. He has served as a member of the Firm’s Executive Committee leadership since 1 January 2022. Widely recognised as one of Malaysia’s leading tax advisors, he advises multinational corporations, public-listed companies, government-linked entities, and emerging businesses on complex tax, regulatory, governance and business transformation challenges.
Known for his collaborative leadership style, deep technical expertise, and commitment to excellence, Lian Seng continues to lead KPMG’s Tax practice in helping clients navigate an increasingly complex tax landscape while contributing to the advancement of tax policy, professional standards and thought leadership in Malaysia and across the region.

Surin, a graduate of RMIT University in Melbourne, was appointed Head of Group Tax in 2009. Prior to joining Maybank, he worked with Ernst and Young Tax Consultants Sdn Bhd, and PricewaterhouseCoopers Tax Services Sdn Bhd. Surin manages the Maybank Foundation, CSR initiatives Maybank Group and sits on associated Boards within the Group.
